A PROFESSIONAL
TITLE
The Certified
California
Municipal
Treasurer award
has proven to be
one of CMTA’s
most significant
achievements.
The CCMT award
has been
designed to
bring community
recognition and
honor to
municipal
treasurers and
their office.
This award is
not just a
title. It must
be earned
through
individual
effort and
expertise. The
formal
certification
program for
California
municipal
treasurers was
launched in 1978
by CMTA to
recognize the
significance of
professionalism
in public
administration.
It is also
designed to
assist municipal
treasurers in
improving
performance
through
continuing
education and to
gain recognition
as valued
administrators
in local
government. CMTA
introduced this
program to
spotlight those
persons who meet
high standards
for knowledge,
skills and
ethics. A CCMT
is a
professional
treasurer who is
qualified to
meet the
challenges of a
job that is
becoming more
and more complex
in our modern
age.
PROGRAM
OBJECTIVES
The
Certification
Program is
designed to
advance the
professionalism
of the municipal
treasurer,
finance officer,
or other chief
financial
officer of a
municipality or
district.
Municipal
finance, like
other
professions,
requires special
study, knowledge
and skill. The
constituency
that is served
by the treasury
official
requires a high
level of
professional
competence. The
certification
program is
designed as a
set of
regulations and
standards which
recognize
professional
attainment and
provide for a
system through
which standards
are met.
GENERAL
ELIGIBILITY
General
eligibility for
candidates for
the
certification
program is as
follows:
Each
candidate must
be an elected or
an appointed
finance official
with that
position so
identified under
the
organizational
structure of the
public body for
which the
candidate serves
The
candidate must
have held that
position for at
least two years
prior to the
time of
application
The
candidate must
file an approved
application form
with the proper
documentation
and Position
Responsibilities
Checklist signed
by the City
Manager or an
Elected
Official, along
with the
required fee
The
candidate must
believe in and
practice the
Code of Ethics
of the
California
Municipal
Treasurers
Association
CERTIFICATE
PRESENTATION
Once the
applicant has
met all of the
requirements and
upon
recommendation
of the
Certification
Committee and
approval by the
CMTA Board of
Directors, an
appropriate
plaque will be
presented.
Appropriate
recognition will
also be made at
the next CMTA
Annual
Conference.
RECERTIFICATION
Certified
California
Municipal
Treasurers must
be recertified
every four
years. As with
the original
certification,
recertification
is accomplished
by a combination
of experience as
a finance or
treasury
official, and a
minimum of 40
hours of
continuing
education.
